ETC is a provider of the Personal Support Service Programme (PSP) which has serviced clients in the Coffs Harbour region (between Woolgoolga and Kempsey and west to Dorrigo) since July 2002.

Funded by The Department of Employment and Workplace Relations, PSP staff at ETC assist people identify and overcome non-vocational barriers that are preventing their readiness for job seeking.

These barriers include:

- Anxiety/depression/stress
- Social isolation/alienation
- Financial management issues
- Drug and/or alcohol problems
- Trauma disorders
- Homelessness
- Disability
- Mental illness
- Personality disorders
- Literacy/Numeracy issues
- Gambling problems
- Family relationship breakdown

Suitable participants are assessed and referred by specialist staff

Assistance may include:

- Referral and advocacy to specialist agencies or services, including health services
- Basic counselling and personal support, catering for the individuality of every client
- Practical support with everyday issues
- Assessment and monitoring of progress toward goals
- An outreach service is also provided

Successful participants have an enhanced capacity for (and participation in):

- The social life of their community; and
- Economic focused activities such as employment, education or training through improvement of self esteem and self worth.
